Before any residential construction can begin, you must obtain:

  • A Construction Certificate (CC) confirming your plans comply with the DA and applicable standards
  • An Occupation Certificate (OC) confirming the finished build meets all final compliance obligations

Here are the main reasons projects stall during this process:

1. Incomplete or Incorrect Documentation

Certification cannot begin until all required documents are submitted. These may include:

  • Stamped development consent and plans
  • Structural and stormwater designs
  • Builder’s licence and insurance details
  • BASIX and energy reports
  • Fire safety documentation, where required

Each item must align with the approved development application. If anything is missing or doesn’t comply, assessment is paused until it’s corrected.

2. Delays in Communication Between Project Stakeholders

Your architect, builder, engineer, and certifier all play distinct roles. Without clear communication, things fall through the cracks—leading to duplicated efforts and wasted time. Certifiers are responsible for assessing compliance only, so it’s essential your team stays connected and responsive.

All certification must now be lodged through the NSW Planning Portal. If you’re unfamiliar with the portal, the process can be frustrating—especially for first-time renovators.

5. Starting Work Before a Certificate Is Issued

Commencing any building work before your CC is approved is illegal. It can lead to fines, stop-work orders, and complications when applying for an Occupation Certificate. Always wait until your documentation is complete and your CC is officially issued.

How You Can Help Keep Your Certification Process Moving

While certifiers don’t control design or timing, there are steps you can take to help streamline your approval.

1. Engage a Certifier Early—But Understand Their Role

A private building certifier assesses whether your construction plans comply with regulations. We do not, and are not allowed to, provide design advice or alter your plans. 2. Don’t Submit Until You’re Ready

Ensure your architect and consultants have completed all required documents, and that they align with the conditions of your development approval. You can request a pre-submission checklist from us so you know exactly what to prepare.

3. Understand What You’re Responsible For

As the homeowner or developer, you're responsible for lodging your application through the NSW Planning Portal. Our role is to manage document submission and communication on your behalf.

4. Keep Your Team Aligned

Notify your builder, architect, and other consultants when you engage a certifier. When everyone understands what’s needed and when, approvals progress more smoothly.

5. Respond Quickly to Requests for Information

We may need clarification on submitted documents before we can proceed. The faster you or your consultants respond, the less likely your project is to stall.

What to Avoid: Pitfalls That Slow Down Your Approval

  • Submitting before all documentation is finalised – Every missing document results in a delay.
  • Making changes after submission – If plans change post-submission, you may need to restart the assessment process.
  • Relying on outdated or incorrect advice – Only rely on licensed architects, engineers, and accredited certifiers for compliance advice.
  • Expecting design input from your certifier – Certifiers are legally restricted to assessing compliance only. We do not provide design guidance.

After the Construction Certificate Is Approved

Once your construction certificate is issued, you may begin building. Your certifier will need to inspect the site at various stages—commonly including footing preparation, framing, and waterproofing—depending on your specific project.

These inspections ensure your build is consistent with the approved plans and meets Australian building standards. If any concerns are raised, your builder will need to address them before work continues.

After construction is complete, you must provide final documentation (e.g., waterproofing, plumbing, and electrical certificates) before we can issue your Occupation Certificate (OC). Without this, your home may not legally be occupied or listed for sale.
